Scenic Byways Grants Notice of Funding Opportunity (NOFO) 2024

NHDOT NOFO Update - Important Deadlines and Other Requirements

The U.S Department of Transportation,  Federal Highway Administration (FHWA) recently issued a Notice of Funding Opportunity (NOFO) for Fiscal Years (FY) 23-24 National Scenic Byways Grants Program (NSBP).  This funding opportunity will result in the award of up to $26.95 million in FY 2023 and 2024 funds in grants to States and federally recognized Tribes to implement eligible projects on highways designated as National Scenic Byways, All-American Roads (collectively America’s Byways®), State scenic byways, or Indian Tribe scenic byways; and plan, design, and develop a State or Indian Tribe scenic byway program. 
  
NHDOT NOFO Update - Important Deadlines and Other Requirements: 
NHDOT is updating its previous announcement to include additional important dates and other information about applying for the funding.  All required submissions shall be submitted electronically to Lucy.A.StJohn@dot.nh.gov. 
  
Important Deadlines and Milestones: 

  • Oct 18, 2024 (Friday) 4:00 PM.  (Step 1)  NHDOT is requiring all interested applicants to submit a Letter of Intent (LOI). This was previously announced.  
  • Nov 8, 2024 (Friday) 4:00 pm.  (Step 2)  All potential applicants that have submitted a LOI must also submit a summary statement.  The summary statement is intended to be the foundation for the more detailed information which is required when submitting the full application packet for consideration.  The summary statement must provide sufficient information to allow NHDOT to determine the eligibility of the proposed project,  the applicant’s financial and administrative capacity to successfully administer the grant if awarded, to determine that the required match is available, and to ascertain if the budget details demonstrate an understanding of the total project cost and reflect reasonable cost estimates for the potential project.  The summary statement shall be a maximum of 3- pages, 1 sided, 12 font Times New Roman, 1-inch margins.   
  • Nov 19, 2024 (Tuesday) 4:00 pm.  (Step 3)  Deadline to submit the completed final application packet to NHDOT.  NHDOT will only review the application packet if the LOI and summary page was previously submitted by the deadlines stated(Steps 1&2).   

  
Anyone submitting information should confirm that the email transmission was received, request delivery receipt.  NHDOT is not responsible for email submissions which may be delayed or not submitted as intended by the applicant.
