Solicitation of Interest

Disadvantaged Business Enterprise (DBE) Supportive Services X-A005 (278), 43977A

The New Hampshire Department of Transportation (NHDOT) is soliciting expressions of interest from qualified and experienced firms or individuals to provide services necessary to support business development activities related to the Disadvantaged Business Enterprise (DBE) Program administered by the NHDOT. The scope of work under this project will serve to enhance the effectiveness of programs outlined in 23 CFR 230.204, Implementation of Supportive Services and 49 CFR Appendix C to Part 26, DBE Business Development Program Guidelines. The expected projected start date is November 1, 2022. Frequent travel within the State of New Hampshire may be required.

Prequalification Criteria

All firms and individuals intending to bid on this project must obtain a Prequalification Statement and submit it to the External EEO Coordinator at the email address indicated below. Prequalification will be based on the contractor’s ability to provide work related to business development training, marketing, promotion, and information management. Additionally, each contractor should demonstrate knowledge of the Federal regulations indicated above. A scope of work detailing the specific objectives of this contract is provided with the Prequalification Statement.

Based on the information provided in each Prequalification Statement, an evaluation team will identify contractors that are best qualified with respect to their demonstrated ability and capacity to perform stated services, demonstrated ability to effectively and efficiently communicate and past performance (if applicable). All prequalified contractors will then be invited to bid on the above project. Each invitation to bid will include a sample contract with a detailed scope of work and all necessary bid documents. The amount of the contract shall not exceed $70,406.97 however, contract selection will be based on the lowest unit bid rate (hourly rate).
